Challenges of teacher human resource management in public schools: Evidence from an Indonesian junior high school

Teacher human resource management (HRM) has become a major organizational challenge in public schools due to increasing educational demands and management complexities. This study aimed to analyze teacher HRM challenges and identify fragmented patterns in workforce planning, professional development, supervision, and evaluation at SMP Negeri 1 Margorejo. Using a qualitative case study approach, data were collected through interviews with purposively selected school management personnel, including the vice principal and vice principal for curriculum and teacher, as well as through observations and documentation analysis. The findings showed that although the school had implemented several HRM functions, these practices remained weakly integrated within a strategic management system. Teacher shortages, uneven workloads, fragmented professional development, and administratively focused supervision reduced organizational coordination and HRM effectiveness. The study found that teacher management operated through separated managerial stages rather than a continuous strategic HRM cycle. These findings highlight the need for stronger integration among workforce planning, professional development, supervision, evaluation, and organizational improvement to strengthen strategic HRM implementation in public schools.
